Downtown GFW Façade Improvement Program

Downtown GFW Façade Improvement Program

Better storefronts. Stronger businesses. A downtown we’re proud to show off.

The appearance of our downtown matters.

Storefronts and commercial buildings help create the first impression residents and visitors have of Downtown Grand Falls-Windsor. Attractive, well-maintained buildings create pride, encourage investment and make downtown a more inviting place to walk, shop, eat, work and spend time.

The Downtown GFW Façade Improvement Program would encourage property owners and businesses to invest in the exterior appearance of their buildings by providing matching financial assistance for eligible improvements.

How It Could Work

The program would operate as a matching investment program.

Rather than paying the entire cost of improvements, Downtown GFW, the Town and/or funding partners could contribute a percentage of eligible costs, with the property owner or business investing the balance.

For example:

$5,000 project
Business/property owner invests $2,500
Program contributes $2,500

Every dollar of program funding therefore has the potential to generate another dollar of private investment in Downtown GFW.

A 50% matching contribution would be a strong starting model, with a maximum contribution established based on available funding.

Eligible Improvements

Funding could support visible improvements that contribute directly to the appearance and experience of downtown, including:

  • Exterior painting and façade restoration
  • New or improved storefronts
  • Windows and entrance doors
  • Exterior siding and architectural finishes
  • Signage
  • Awnings and canopies
  • Exterior architectural lighting
  • Accessibility improvements to entrances
  • Restoration of historic architectural features
  • Landscaping and planters incorporated into the storefront
  • Improvements to vacant storefronts
  • Other highly visible exterior improvements

The emphasis should be on improvements that can be seen and enjoyed from the street.

Focus on Public Impact

The program isn’t simply about improving privately owned buildings.

The objective is to improve the public streetscape.

Every improved storefront contributes to the appearance of the street around it.

One renovated building encourages the next property owner to invest.

Then another.

Over time, a collection of relatively small private projects can create a significant transformation of an entire downtown block.

Encourage Quality

Funding shouldn’t simply go to the first applicants through the door.

Projects could be evaluated based on criteria such as:

Visual Impact — How significantly will the project improve the building and streetscape?

Community Impact — Does it make downtown more attractive, welcoming, accessible or safe?

Private Investment — How much additional investment does the program contribution leverage?

Design Quality — Does the project contribute positively to the character of Downtown GFW?

Project Readiness — Is the applicant ready to proceed?

Longevity — Will the improvement continue benefiting downtown for years?

This would allow limited funding to be directed toward projects capable of creating the greatest impact.

Before & After

Every successful project should be documented.

BEFORE → AFTER

Those transformations become some of Downtown GFW’s best marketing.

They demonstrate tangible progress and show residents exactly where program dollars went.

More importantly, successful projects can inspire other property owners to participate in future rounds.

Small Improvements Matter Too

Not every building needs a $50,000 renovation.

A future Downtown Refresh category could support smaller projects such as:

Painting.

New signage.

Planters.

Exterior lighting.

Awning replacement.

Pressure washing and exterior cleaning.

Small storefront repairs.

Even relatively modest investments can dramatically improve a tired storefront.

Building Private Investment

The real measure of success shouldn’t simply be:

“We distributed $50,000 in grants.”

It should be:

“$50,000 in community investment generated more than $100,000 in improvements to Downtown GFW.”

That’s a much stronger economic-development story.

The program becomes a catalyst rather than simply a grant.

Independent & Community Focused

The program should have clear eligibility requirements, a defined downtown boundary and a transparent application process.

Applications could be reviewed by an independent committee using predetermined scoring criteria.

That ensures funding is awarded based on the quality and community impact of each project rather than who owns the property.

Both property owners and commercial tenants, with appropriate owner approval where required, could be eligible.

Start Small — Prove It Works

Downtown GFW doesn’t need to begin with a massive program.

A pilot could start with a limited annual budget.

For example:

$25,000 Program Fund

Maximum $2,500–$5,000 per project

Maximum 50% of eligible project costs

That could potentially generate $50,000+ in direct downtown improvements during the first year.

Document the results.

Measure the private investment generated.

Show the before-and-after transformations.

Then use those results to build the case for expanding the program.

The Bigger Picture

The Downtown GFW Façade Improvement Program isn’t about making one building look better.

It’s about creating momentum.

One storefront improves.

The neighbouring property follows.

Businesses become more confident investing.

Vacant spaces become more attractive to potential tenants.

Visitors see a downtown that’s being cared for.

Residents see progress.

And private investment begins multiplying the original community investment.

Better Buildings. Better Streets. Better Downtown.
