Downtown GFW Safety & Security Program

A safer downtown is a stronger downtown.

For Downtown GFW to grow as a place to shop, work, dine, attend events and spend time, people need to feel comfortable and welcome during the day and after dark.

The Downtown GFW Safety & Security Program would help businesses, property owners and community partners work together to improve safety throughout the downtown district.

The goal isn’t simply to install security cameras.

It’s to create a coordinated approach to downtown safety that protects businesses, supports employees and creates a more welcoming environment for everyone using our downtown.

Safer Businesses. Safer Streets.

Participating downtown businesses and properties could be encouraged to improve public-facing safety measures such as:

  • Exterior security cameras covering entrances and appropriate public-facing areas
  • Improved exterior and storefront lighting
  • Motion-activated lighting in vulnerable areas
  • Improved locks and entry systems
  • Alarm and security systems
  • Improved visibility around entrances and walkways
  • Addressing poorly lit or hidden areas
  • Appropriate security signage

A matching incentive program could help smaller businesses participate without requiring the community to fully fund private security improvements.

A Connected Downtown

The greatest opportunity is bigger than individual cameras.

Downtown businesses could voluntarily participate in a Downtown GFW Camera Network, creating a coordinated network of privately owned cameras covering key areas throughout the downtown.

Businesses would continue to own and control their equipment and recordings. When an incident occurs, participating businesses could quickly determine whether relevant footage may exist and provide it to police when appropriate.

The objective would be simple:

Reduce blind spots throughout the downtown.

Camera placement could be coordinated so participating properties complement one another rather than having multiple cameras covering the same locations while other areas remain unmonitored.

Lighting Up Downtown

Safety is also about how a place feels.

Better storefront lighting, illuminated signs, architectural lighting and well-lit pedestrian areas can make downtown more inviting after businesses close.

This complements other Downtown GFW initiatives such as façade improvements, wayfinding, public art, events, the High Street Rooftop Patio and Meet Me Downtown.

The objective isn’t to make downtown feel heavily surveilled.

It’s to make it feel active, cared for and welcoming.

Supporting Businesses and the Community

A coordinated safety initiative could help:

Reduce vandalism and property damage.

Discourage theft and unwanted activity.

Help police investigate incidents when they occur.

Improve safety for employees opening early or leaving businesses at night.

Give residents and visitors greater confidence spending time downtown.

Protect the investments businesses and community partners are making in downtown revitalization.

Working Together

Downtown safety works best when businesses, property owners, the Town of Grand Falls-Windsor, RCMP and community organizations communicate and work toward the same objective.

The Downtown GFW Safety & Security Program would provide a framework for that cooperation while respecting privacy, appropriate camera placement and applicable laws.

Because revitalizing downtown isn’t only about making it look better.

It’s about creating a place where people want to be.

Welcoming streets. Protected businesses. A safer Downtown GFW.
